主旨:公告114學年度第一學期本校教職員工申請借住職務宿舍。
說明:
一、依據本校教職員工借住宿舍分配要點(附件1)辦理。
二、申請對象:本校編制內教職員工、約用人員及他機關編制內人員至本校服務因職務需要有申請職務宿舍之必要者。
三、受理期間:自公告日起至114年6月20日(五)17:00止,逾期不予受理。有意申請且符合資格者,請填具本校教職員工借用職務宿舍申請表(附件2)。
四、申請借住職務宿舍種類及配額(附件3)。
五、作業規定及注意事項:
(一)本次在校服務年資一律計算至申請當年12月31日止。
(二)有意申請者,填妥本校教職員工借用職務宿舍申請表後,請逕送人事室核對,由其核對資料送至本組辦理申請事宜。
(三)申請多房間職務宿舍(有眷宿舍)者,應檢附三個月內之戶籍謄本乙份。配偶如擔任公職者,請另附服務機關出具之「未獲配公教貸款、未承購公有眷舍房地及未配住有眷宿舍」證明,缺前開證明文件者不予受理。
(四)申請宿舍類別欄,請依分配要點規定擇一勾選。
(五)填寫完成申請表後,請於「申請人簽名蓋章」欄內親自簽章,未簽章者不予受理。申請書『職務上有特別需要』欄,請填寫需要原因並請單位主管副署。
(六)總務處有權查核申請人所填資料,如有不實或蓄意隱匿資料,經查屬實者,將依相關法規處理。
(七)申請借住宿舍以在本校任職期間為準,借住以一次為限,期限五年。曾借住過本校宿舍已滿五年者,不得再提出申請。
(八)配偶或直系親屬同在本校服務者,得各依其本身點數申請相當等級之宿舍,但以申請一戶為限。
(九)多房間職務宿舍係供有配偶、未成年子女、父母或身心障礙賴其扶養之已成年子女隨居任所者借住,如於本校任職滿五年者,無上述眷屬隨居任所,亦得借住。
(十)申請人如有下列情形之一者,不得申請借住宿舍:
- 曾獲政府輔助、補助購置或承購住宅,包括曾獲政府負擔補貼利息之輔助、補助購置住宅貸款及曾承購政府興建優惠計價之住宅等。
- 曾獲公有眷舍處理之一次補助費,或配住眷舍經核定騰空標售而未依規定期限遷出。
- 曾獲公有眷舍現狀標售得標人安置處理。
- 有前項各款情形之一之編制內人員,因職務性質特殊或其他特殊情形,有借用職務宿舍之需要者,得專案層報行政院核准借用職務宿舍。
- 有前項第一款情形之編制內人員,因職務調動,致購置住宅地點與工作地點之距離,於當日通勤往返顯有困難者,得由機關首長核准借用單房間職務宿舍。
六、借用人如奉核准,應自遷入宿舍日起按月扣繳宿舍管理費及房租津貼。每人限借住乙次,期限5年,期滿繳回並將全戶戶籍遷出。
七、宿舍均按宿舍現狀借住,多房間職務宿舍借住人如申請自費修繕宿舍,經總務處查驗確實後,於新臺幣三萬元修繕額度內,檢據核銷。遷出時應維持現狀,並不得要求補償;單房間職務宿舍之基本設備有修繕必要者,由總務處檢查並修繕。前項規定修繕事項,應於入住前提出申請,以乙次為限。
八、借用人借住宿舍期間,總務處應於借用人薪資內按月扣繳房租津貼及管理費。宿舍之水電費、瓦斯費等費用,除法令另有規定外,應由借用人自行負擔。
按月扣繳金額如下:
(一)房租津貼:教授(研究員)、副教授(副研究員)、助理教授(助理研究員)、講師、實小教師支本薪三百五十元以上者及薦任第八職等至簡任第十四職等行政人員新臺幣七百元整;助教、委任第四職等至薦任第七職等行政人員及實小教師支本薪二百四十五至三百三十元者新臺幣六百元整;委任第一職等至第三職等行政人員、雇員及實小教師支本薪二百三十元以下者新臺幣五百元整;技工及工友新臺幣四百元整。
(二)每月宿舍管理費用:
1、甲等多房間宿舍:新臺幣九千元整。
2、乙等多房間宿舍:新臺幣七千元整。
3、丙等多房間宿舍:新臺幣五千元整。
九、經獲分配宿舍者,於簽約時應繳交遷出後之清理費用保證金。前述保證金多房間宿舍依甲、乙、丙三等分別為新臺幣二萬元、一萬五千元及一萬元。
十、借住人自申請日前,本人及配偶絕無經政府輔購建住宅或貸款,並保證借住期間,絕對遵守學校規定,不轉借、不轉租、不空置,並保持環境之整潔、安寧與秩序,如違反上述規定,應負一切法律責任,並立即交還宿舍。
十一、借住宿舍後借住人之權利義務,悉依宿舍管理手冊、本校教職員工借住宿舍分配要點及借住契約相關規定辦理。
十二、另依據113年10月29日本校第171次教職員工宿舍分配委員會會議決議,為配合本校單房間職務宿舍修繕工程,自本學期起暫停分配單房間職務宿舍。
Subject: Announcement on Application for On-Campus Staff Dormitories for the First Semester of Academic Year 2025 (Year 114 in ROC Calendar)
Description:
- This application process is conducted in accordance with the Regulations for the Allocation of Staff Dormitories of our university (see Attachment 1).
- Eligibility:
Full-time faculty and staff, contract employees, and personnel from other government agencies currently serving at our university whose positions require on-campus housing.
- Application Period:
From the date of this announcement until Friday, June 20, 2025, at 17:00. Late applications will not be accepted.
Eligible applicants must complete the Staff Dormitory Application Form (see Attachment 2).
- Types and Quotas of Available Dormitories are detailed in Attachment 3.
- Regulations and Notes:
(1) Years of service are calculated up to December 31 of the application year.
(2) Applicants must submit the completed application form to the Personnel Office for verification. Verified forms will be forwarded to the responsible office for processing.
(3) For applications for multi-room dormitories (family housing), a household registration transcript issued within the last three months is required. If the applicant’s spouse holds a public position, a certificate from their agency must be provided, stating no government housing loan, purchase of public housing, or current allocation of family dormitory. Applications without this documentation will not be processed.
(4) Select only one dormitory type in accordance with the allocation regulations.
(5) The applicant must personally sign and stamp the application form. Unsigned applications will not be accepted. The "Special Job Requirements" section must include a justification and be countersigned by the applicant’s supervisor.
(6) The Office of General Affairs reserves the right to verify submitted information. Any falsification or concealment will result in disciplinary action.
(7) Staff may only apply once during their employment, and the maximum occupancy period is five years. Those who have already completed a five-year stay are not eligible to apply again.
(8) If both spouses or direct relatives work at the university, they may apply individually based on their own point scores, but only one unit will be allocated.
(9) Multi-room dormitories are for staff accompanied by spouses, minor children, parents, or dependent adult children with disabilities. Staff without dependents may still apply if they have worked at the university for over five years.
(10) Applicants will be disqualified if:
1. They have received government assistance in purchasing or financing a home.
2. They have received a one-time subsidy for public housing but failed to vacate by the deadline.
3. They were beneficiaries in public housing liquidation cases.
4. In exceptional cases of internal staff with the above conditions, if there is a special need, an application may be submitted to the Executive Yuan for approval.
5. Staff who purchased a home far from their new work location due to job reassignment may be allowed to apply for a single-room dormitory, subject to approval from the head of the agency.
- Approved applicants must pay monthly rental subsidies and management fees starting from the move-in date.
Only one-time application per person is allowed. The occupancy period is five years, after which the dorm must be vacated and household registration transferred.
- Dormitories are provided as-is.
For multi-room units, self-funded renovations may be reimbursed up to NT$30,000 with receipts and inspection by the Office of General Affairs.
Upon moving out, dorms must be returned in original condition with no compensation.
Single-room units requiring basic repairs will be handled by the General Affairs Office.
Renovation requests must be submitted before moving in and are limited to one-time only.
- Monthly deductions from salary for dorm residents will cover rental subsidies and management fees. Utility expenses (electricity, gas, water) must be borne by the residents unless otherwise specified by law.
Monthly deductions:
(1) Rental Subsidy:
- NT$700: Professors, Associate Professors, Assistant Professors, Lecturers, Elementary Teachers with base salary ≥ NT$350, Administrative staff from Grade 8 to 14
- NT$600: Teaching Assistants, Administrative staff Grade 4–7, Elementary Teachers with salary NT$245–330
- NT$500: Admin staff Grade 1–3, Clerks, Elementary Teachers with salary ≤ NT$230
- NT$400: Technicians and support workers
(2) Dormitory Management Fees:
- Type A Multi-room: NT$9,000
- Type B Multi-room: NT$7,000
- Type C Multi-room: NT$5,000
- A cleaning deposit is required upon signing the contract:
- Type A: NT$20,000
- Type B: NT$15,000
- Type C: NT$10,000
- The applicant and spouse must not have received government housing assistance or loans before the application date. During the rental period, they must comply with all university rules, not sublease, rent out, leave the dorm vacant, and must maintain cleanliness and order. Violations will result in legal consequences and immediate eviction.
- All rights and responsibilities of dormitory residents are governed by the Dormitory Management Manual, Dormitory Allocation Regulations, and the Rental Contract.
In accordance with the decision made during the 171st Staff Dormitory Allocation Committee Meeting on October 29, 2024, the allocation of single-room dormitories is suspended starting this semester due to renovation projects.
